Measurement, reporting, and verification is often treated as paperwork. That is the wrong mental model.

MRV is a pipeline.

It begins when the project is designed, continues through implementation and monitoring, and becomes commercially meaningful when the evidence can support a verified claim. If the evidence is only assembled at the end, the estate has already accepted unnecessary risk.

MRV is not the document you submit. It is the system that makes the document defensible.

The pipeline view

For woodland carbon, peatland restoration, biodiversity, water quality, flood mitigation, and wider natural capital projects, the key question is not whether activity happened. It is whether the activity can be evidenced against the relevant standard.

That requires a chain of custody for facts.

Email approvals are not attached to the relevant obligation. Nobody notices the problem until reporting begins.

By then, the cost of reconstruction is high and the quality of evidence is lower than it should be.
